  • BOSCO Catholic Education Trust

Bosco Catholic Education Trust opened in 2017 with St Mary’s Catholic Primary and St Philip Howard Catholic Secondary. Annecy Catholic Primary joined in 2019 and St Joseph’s Catholic Primary in 2020. Since then, the Trust has continued to expand with St Paul’s Catholic College (secondary) and three primaries: St Peter’s Catholic Primary, St Wilfrid’s Catholic Primary, Our Lady Queen of Heaven joining over the course of 2022.   St Robert Southwell Catholic Primary and St Wilfrid’s Catholic Primary Burgess Hill joined the Trust in 2024 and St Catherine’s Catholic Primary most recently in January 2025.

CEO of Bosco CET, Dave Carter, is a National Leader of Education having previously been the Headteacher of SPH, an outstanding Catholic secondary school with a proven track record of raising achievement through school-to-school partnerships.

St John Bosco founded the Salesian Order in the 19th Century. He had a profound and compelling vision for education, reaching out to some of the most vulnerable, disaffected and uncared for children in Turin and the surrounding areas. He provided them with faith, hope and love, giving them opportunities and a future that no-one else had afforded them.

Don Bosco spoke about the need for children to be ‘known and loved’. The deanery schools chose Don Bosco as the patron of the Trust as he encapsulated all that we cherish in Catholic education, providing a model of leadership and education to sustain and nourish us on the exciting journey ahead.

Catholic schools across Arundel & Brighton diocese are working collaboratively, cross-phase, to develop an exciting vision for Catholic education which is fit for the future. Within Sussex, there are 35 schools: 29 primary and 6 secondary. Over time, it is anticipated that other schools within Sussex will join Bosco CET, to help develop Catholic education across the South Coast.

    Scheme of Delegation

The Bosco Catholic Education Trust retains the governance structure traditionally in place for Voluntary Aided (VA) schools, with each Local Governing Committee (LGC) operating in a manner that effectively mirrors a Full Governing Body (FGB).

Schools submit termly budget reforecasts to the Trust, which are then presented to the Trustees. Trustees also review termly data reports and safeguarding submissions from all settings.

Bosco CET schools receive support from the Central Team across several key areas, including premises, school improvement, finance, HR, and IT. Governor meeting minutes are uploaded to Governor Hub to ensure full Trust oversight. Governor Hub also serves as the platform through which LGCs record and monitor compliance data.

How Compliance Data Is Monitored Across the Bosco Catholic Education Trust

Compliance data within the Bosco Catholic Education Trust (CET) is monitored through a structured, transparent, and centralised process designed to ensure that all schools meet statutory obligations and Trust‑level expectations. The monitoring framework provides both oversight and support, enabling Local Governing Committees (LGCs) and school leaders to maintain high standards across all areas of school operations.

    1. Use of GovernorHub for Compliance Tracking

    • All Bosco CET schools use GovernorHub as the central platform for recording and monitoring compliance data.
    • LGCs upload evidence and complete required compliance checklists on the platform, including:
      • Safeguarding compliance
      • Health and safety updates
      • Policy review cycles
      • Governor training records
      • Statutory returns
    • GovernorHub allows the Trust to have real‑time oversight, as compliance reports and documentation are visible to central team leads and Trustees.

    2. Termly Compliance Submissions

    • Each LGC is required to submit a termly compliance return via GovernorHub.
    • These submissions cover key statutory areas, including:
      • Safeguarding audits and Single Central Record reviews
      • Premises and health & safety compliance checks
      • SEND and inclusion monitoring
      • Finance and budget monitoring
      • Curriculum and assessment compliance
    • Termly submissions ensure that compliance is not only monitored annually but embedded into the ongoing governance cycle.

    3. Central Team Oversight

    • The Trust’s Central Team reviews compliance data each term. This includes:
      • Safeguarding lead reviewing safeguarding submissions
      • Director of School Improvement reviewing data and curriculum compliance
      • Premises team reviewing health & safety and maintenance logs
      • IT team overseeing digital safeguarding and infrastructure compliance
    • Where concerns or gaps are identified, the Central Team provides targeted support and follows up with the school and LGC to ensure timely resolution.

    4. Trustee Monitoring

    • Termly compliance summaries from all schools are presented to the Board of Trustees.
    • Trustees have strategic oversight and are responsible for ensuring that:
      • statutory duties are fulfilled across all settings,
      • risks are identified and mitigated,
      • safeguarding arrangements remain robust,
      • schools are progressing against Trust expectations.
    • This provides an additional layer of accountability and ensures that compliance monitoring is aligned with the Trust’s overall governance responsibilities.

    5. Annual Assurance Processes

In addition to termly monitoring, Trust‑wide annual processes further strengthen compliance oversight:

    • Annual safeguarding audits
    • Health & safety inspections
    • Data protection (GDPR) reviews
    • Financial audits (internal and external)
    • Annual skills audit and training review for governors

These provide a holistic assurance framework to complement termly reporting.
